Agreement about cooperation between the Ministry of Internal Affairs of the Czechoslovak Socialist Republic and the Ministry of Internal Affairs of the Union of Soviet Socialist Republics
AGREEMENT
about cooperation between the Ministry of Internal Affairs of the Czechoslovak Socialist Republic and the Ministry of Internal Affairs of the Union of Soviet Socialist Republics
The Ministry of Internal Affairs of the Czechoslovak Socialist Republic and the Ministry of Internal Affairs of the Union of Soviet Socialist Republics, guided by a desire to further develop and strengthen friendly relations between the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics, relying on the positive experience of cooperation between both Ministries and expressing a mutual desire to develop contacts in the future which meet the tasks of socialist and Communist development in both countries, have agreed to conclude this Agreement.
Article 1.
The contracting Parties will promote the further development of cooperation between the organs of internal affairs of the CSSR and the organs of internal affairs of the USSR.
Article 2
The contracting Parties will assist the exchange of work experience, the development of scientific and technical ties between the corresponding institutions of both Ministries, the performance of joint scientific research on questions of mutual interest, and mutual invitations to scientific conferences, symposia, conferences, and other events. The Parties will exchange their representatives, specialists, and science workers with this purpose.
Article 3
The contracting Parties will exchange information:
- about the work experience of the organs of internal affairs of the contracting Ministries;
- about questions requiring the coordinated actions of both Ministries in connection with the entry, departure, and transit passage of the citizens of both countries, foreigners, and stateless persons;
- about existing operational materials, criminal cases, and the results of investigations if they affect or might affect the interests of the Ministries which signed the Agreement, or might be used to improve work to warn of and uncover crimes.
Article 4
By mutual agreement the contracting Parties will help one another with specialists as well as with equipment in the production of expert assessments and forensic investigations, and also when conducting joint operational investigative measures.
Article 5
In accordance with intergovernmental agreements the contracting Parties will mutually receive officials of the contracting Ministries for study and internships.
Article 6
The contracting Parties will exchange special scientific and educational literature, films, periodicals, technical documentation, and departmental acts of the organs of internal affairs of their countries, and also familiarize one another with the equipment used by the militia organs and fire safety bodies.
The exchange of scientific and educational literature, periodicals, special [sic] films, and technical documentation will be done in the established manner on terms determined by agreement between the Parties based on the intergovernmental agreements in force.
Article 7
The contracting Parties will assist the fulfillment of orders for the delivery or purchase of forensic and operational equipment in the established manner.
Article 8
The contracting Parties will maintain contact on all questions of interest to them at the level of both Ministries, but in the established manner concerning immediate matters demanding help from the directorates of internal affairs of bordering provinces [oblasti].
Article 9
Each of the Parties will receive officials of the organs of internal affairs of the other Ministry and members of their families in its sanatoria and rest homes in the established manner on conditions of reciprocity and furnish them with medical service.
The number of those vacationing, the timeframes of [their] stays in sanatoria and rest homes, and the other conditions associated with this question will be determined annually by agreement between the Parties.
Article 10
The Parties will provide for the specific measures to realize this Agreement and the timeframes and terms of their implementation in one- or two-year protocols signed by the Ministers or people authorized by them no later than November.
When necessary the question of conducting individual measures can be coordinated by correspondence between the Parties.
Article 11
Each of the contracting Parties will take every step necessary to preserve the secrecy of information sent by the other Party if this information is classified or if the sending Party considers it inadvisable to reveal its contents. The degree of secrecy of the information is determined by the sending Party.
Article 12
The expenses associated with the implementation of this Agreement will be borne in accordance with intergovernmental agreements.
In cases not provided for by intergovernmental agreements the expenses will be borne by agreement between the Parties. When this is done the expenses associated with the exchange of representatives of both Ministries will be at the expense of the interested Party or by agreement between the Parties on terms of a currency-free equivalent exchange.
When conducting joint scientific research work the Parties will conclude special agreements with the object of regulating the procedure of financing this work, and also the legal patent licensing and other questions associated with the joint pursuit of such work.
Article 13.
In case of need the Parties will consult about questions associated with the implementation of this Agreement.
Article 14.
This Agreement is concluded for an indefinite period. It can be changed by agreement between the Parties or denounced by one of the Parties. The Agreement lapses at the end of six months from the moment the other Party receives notification in writing of its denunciation.
It has been drawn up in two copies, one each in Czech and Russian, each having equal force.
