AGREEMENT
on cooperation between the Ministry of Internal Affairs of the People's Republic of Poland and the Ministry of Public Security of the Democratic People's Republic of Korea.
The Ministry of Internal Affairs of the Polish People's Republic and the Ministry of Public Security of the Democratic People's Republic of Korea – hereinafter referred to as the Parties – have decided to conclude this Agreement with a view to developing friendly relations and further deepening cooperation and mutual assistance between our two bodies.
Article 1
The Parties undertake the obligation to exchange experiences and information on the forms, methods and techniques of their activity in the field of public order and security, as well as on the use of scientific and technological achievements in the work of security agencies.
Article 2
The Parties will exchange experiences in the following fields:
1. Organization and tactics of preventing and disclosing particularly dangerous crimes, in particular:
- those against life and health,
- drug abuse.
- counterfeiting money,
- theft of works of art,
- [crimes] against public order.
2. Application of methods and means of forensic technology;
3. Road traffic;
4. Fire protection.
Article 3
The Parties will exchange modern technical equipment, materials and specialized literature on combating crime.
Article 4
The Parties shall send delegations and experts to exchange work experiences and hold consultations between the relevant units of the two ministries.
Article 5
The travel expenses of the delegations and experts (roundtrip) shall be paid by the posting Party and the expenses related to their stay in the country concerned shall be borne by the receiving Party.
Article 6
The heads of the relevant organizational units of the Parties, under this Agreement, may sign minutes and the rules of cooperation adopted may be implemented only after their approval by both Ministers.
Article 7
In order to ensure the implementation of the provisions of this Agreement, the Parties will maintain contact through the Embassy of the Polish People's Republic in Pyongyang and the Embassy of the Democratic People's Republic of Korea in Warsaw.
Article 8
This Agreement shall enter into force on the date of signature and shall be concluded for a period of 5 years.
It shall expire 6 months after the date of written notice of termination by one of the Parties. If no such notice of termination is given, the Agreement shall be automatically renewed for another 5 years.
Article 9
This Agreement is made in two copies, each in the Polish, Korean and Russian languages, each of which has the same force.
Should there be any discrepancy in their interpretation the text in the Russian language will be considered conclusive.
