I hereby forward a letter from the Hungarian
Government to:

“The Council of Ministers of the Soviet Socialist
Republics

On behalf of the Council of Ministers of the People's Republic of Hungary I appeal to the Government of the Soviet Union to send Soviet troops in order to put an end to the riots that have broken out in Budapest, to restore order as soon as possible, and to guarantee the conditions for peaceful and creative work.

Yuri Andropov forwards this letter from Hungarian Prime Minister Andras Hegedus to the Council of Ministers of the Soviet Socialist Republics. The letter requests Soviet troops to quell the riots in Budapest.
