MEMORANDUM
Chargé d’affaires ad interim, Counsellor Chang Dae Hi, Second-Class Secretary of Legation Li Sang Jun [sic], Secretarial Officer Li Chon Sop [sic], and Secretarial Officer Bong In Yeng [sic] from the Embassy of the Democratic People’s Republic of Korea located in Helsinki have been found to have violated regulations related to alcoholic beverages, and therefore participated in activities that are at variance with the Vienna Convention on Diplomatic Relations and with legislation effective in Finland. For this reason, and taking into consideration the good relations between Finland and the Democratic People’s Republic of Korea that Finland considers essential going forwards, the government of Finland has decided that the aforementioned individuals are no longer personae gratae, and expresses an appeal for their immediate departure from Finland.
