On the Withdrawal of Embassy Staff from India

[To] The Ministry of Foreign Affairs:

Your cable dated 6 [November] was received. The following is the situation of the Embassy’s implementation:

(1) All fourteen female comrades, children and commercial attachés from the Embassy may fly directly to Rangoon via BOAC on 9 [November] if they have acquired a ticket and cleared the formalities for vaccinations. The second group of personnel to be withdrawn shall include Xu Jiguang, He Daji, Yang Zhenlun, Wei Dongkang, Lu Shulin, Yin Tingfa, Sun Shichang, Guan Yuanxin, Deng Lianqing, and Sun Changfan, who plan to withdraw with luggage by sea and air on 14 [November]. Considering the heavy internal and external workload, including administrative work such as attendance keeping, night patrol, outdoor personnel protection, protection against demonstrations and riots and also the time needed for the withdrawal, we plan to retain twenty-eight personnel who will withdraw later, lease provide your feedback before 8 [November].

(2) The four members of the infrastructure team cannot withdraw because the project is still in progress. They are expected to look after the worksite and buildings on the premises of the new embassy after embassy personnel have settled down collectively. The project may be stopped and they may withdraw after the rooftop waterproof equipment is installed, lease provide your feedback on whether the project can be stopped.

(3) Documents have been destroyed according to your instructions. We will arrange for our people to conduct a thorough inspection tomorrow.

(4) All embassy personnel need to withdraw into the embassy for collective work and accommodation after the withdrawal of the first group of personnel.

(5) It is decided to merge all facilities into two organs. The administration office is in charge of external relations, cultural propaganda, overseas Chinese affairs, confidentiality and administration. The research office consists of the military attaché section and the former research office.
