To the Ministry of Foreign Affairs and the Foreign Economic Liaison Committee:
A supplement to the cable dated 25 September [1965]: When talking with Liu Xiaotao, Director Han Ho-jin broached the costs associated with shipping [North] Korea's aid for [North] Vietnam (engineering and construction materials). It ought to be the responsibility of the Vietnamese side. China did not charge for the previous 52 train cars [of supplies], and shipped [these items] free of charge.
