On Ceasing to Process Applications to Visit to Xinjiang from Soviet People
[To the] Public Security Office and Foreign Affairs Office of the Xinjiang [Uyghur] Autonomous Region and the [Chinese] Embassy in the Soviet Union:
Considering that Xinjiang residents have fled to the Soviet Union in massive numbers, please note that no applications to visit Xinjiang from any citizens of Soviet Union should be accepted or approved. The Public Security Office of Xinjiang shall immediately stop handling any letters of invitation issued by any citizen of the Soviet Union for any Chinese [citizen]. Any citizens of the Soviet Union who have been approved to visit Xinjiang shall be urged to return as scheduled. They shall not delay their trip to Xinjiang, nor shall they visit any unapproved places.
