Contents: Representations between China and Soviet Union on the Flight of Ethnic Minority Residents from Xinjiang’s Border Area to the Soviet Union

 

[To] Ambassador [to the Soviet Union] Liu Xiao (top secret):

 

Vice Minister Zhang [Hanfu] met the Ambassador of the Soviet Union [Stepan Chervonenko] and submitted one memorandum [to him] on the evening of 24 April, urging him to report [the memorandum] to the Government of the Soviet Union. The [Soviet] ambassador also submitted a memorandum to Comrade Zhang. Please see the attached Chinese memorandum and the ambassador’s memorandum. It seems that representations [between China and the Soviet Union] must continue.
