The Soviet Ambassador Came to Visit and Told Me the Following Issues

 

Ministry of Foreign Affairs:

 

The Soviet Ambassador came to visit yesterday and told me the following issues:

 

1. Prior to the Bogor conference, last year December 26, the Indonesian delegation discussed whether or not to invite China to participate in the Afro-Asian conference; only Ba-la [sic] (Ambassador to India) opposed [inviting China]. Reason being: if China was invited, then western countries would believe that Indonesia has chosen one of the two major blocs, which would be detrimental. Not inviting China on the contrary would have its benefits, because then Indonesia can consult with western countries, especially consult with the United States and ask these Western countries to be closer with China.

 

2) Various countries’ prime minister’s attitudes towards inviting China while at the Bogor conference (this is basically the same as our own report), lastly [Jawaharlal] Nehru asked the Prime Minister of Pakistan to help invite Arab countries to participate in the Afro-Asian conference.

The Soviet ambassador to Indonesia reported that when delegations discussed before the Bogor Conference whether to invite China to the Asian-African Conference, the Indian ambassador opposed because inviting China would cause the Western countries to consider that Indonesia had aligned with one of the two blocs in the world.
