Charge d’Affaires Li Presented the Premier’s Letter from the 11th
Ministry of Foreign Affairs and Ambassador Chen:
The telegram from 11 November [1962] was received. I have already personally presented Premier Zhou’s [Enlai] telegram to Prime Minister Abdullah as-Sallal and the statement of our government from 24 October. After reading Prime Minister Zhou’s letter, he [Sallal] stated: “I have always supported you; the border dispute between India and China should be dealt with through friendly measures; I hope to see that China and India will be able to unite their forces in order to fight against American and British imperialism.” After I explained the truth of the border dispute to him, he said: “I will write to Premier Zhou and Prime Minister Nehru.” “We are on your side.” I realized that he was very busy (many department heads were waiting to see him), so we ended our conversation. Lastly, he said: “We have a very high unemployment rate now; I hope the construction of textile mills, which your country has been contributing to, will be ready to open soon, this is a very important matter.”
