1. WE DISCUSSED ACTIVITIES OF NORTH KOREAN DIPLOMATS WITH FONOFF AS INSTRUCTED BY REFTEL. FONOFF WAS FULLY INFORMED. OUR CONTACT (WEGNER) SAID NO SMUGGLING INTO THE FRG HAS COME TO THE ATTENTION OF THE FONOFF. THE FONOFF BELIEVES THE SMUGGLING IN SCANDINAVIA WAS CARRIED OUT WITH THE COOPERATION OF THE NORTH KOREAN EMBASSY IN WARSAW, WHILE SUBSTANTIVE RESPONSIBILITY FOR COVERING THE FRG HAS APPARENTLY BEEN ASSIGNED TO THE NORTH KOREAN EMBASSIES IN EAST BERLIN AND BERN.

 

2. THE ALLEGATION THAT SMUGGLED GOODS CAME FROM WARSAW WAS MADE IN AN ARTICLE WHICH APPEARED IN THE FRANKFURTER RUNDSCHAU ON OCTOBER 22. THE ARTICLE ALSO CONNECTED THE DEVELOPMENTS IN SCANDINAVIA WITH TROUBLES

OF NORTH KOREAN DIPLOMATS EARLIER THIS YEAR IN CAIRO, KUALA LUMPUR AND BUENOS AIRES. THE ARTICLE CLAIMED ALL THESE DEVELOPMENTS WERE CAUSED BY NORTH KOREA'S CRITICAL SHORTAGE OF HARD CURRENCY, AND THEN WENT ON TO RELATE IN WHAT THE FONOFF CALLED "SURPRISINGLY ACCURATE DETAIL" WESTERN DELIBERATIONS OVER THIS PROBLEM.
