I am thinking, presently, to inform Secretary Shultz, as appropriate, of the Minister’s views on his recent visit to the Middle East. In light of the circumstances of the meeting with Secretary Shultz in Kuala Lumpur, for now I would like you to convey promptly to Secretary Shultz as you see fit the contents of initial incoming telegram, sections 1 through 3.

 

In addition, as the contents of this telegram are extremely delicate, I would like you to communicate to the other side that they take care that they not be leaked to the outside.
