On 30 November the US delegation submitted the following draft resolution on the question of armaments reduction for the consideration of committee Nº 1:
“1. In accordance with the goals and principles of the United Nations the General Assembly realizes the need for a speedy overall regulation and reduction of armaments in order to strengthen international peace and security. Consequently the General Assembly recommends that the Security Council immediately begin to work out practical measures in order of precedence, the adoption of which seems essential to ensure that such regulation and reduction is observed as a general rule by all participants, and not unilaterally by only some of them.
2. The General Assembly recognizes the rapid establishment of international monitoring of atomic energy and other modern technological discoveries as essential for general regulation and a reduction of armaments to be essential in order to ensure their use only for peaceful purposes. Consequently, in order to ensure a situation in which general regulation and arms reduction will be addressed as the main kinds of weapons of modern warfare, and not just secondary types of weapons, the General Assembly recommends that the Security Council begin first with consideration of the report which the commission on atomic energy will submit to the Security Council by 31 December 1946, and facilitate the successful progress of the work of this Commission.
3. Further, the General Assembly recognizes it essential for the general regulation and a reduction of armaments to provide practical and effective guarantees through inspections and with the aid of other means in order to protect the countries observing the terms against possible violations and evasions. Consequently the General Assembly recommends that the Security Council immediately begin to work out proposals in order to ensure practical and effective guarantees of this sort with respect to the control of atomic energy and other kinds of restrictions or the regulation of armaments.
4. The General Assembly calls upon the governments of all countries to give comprehensive assistance to the Security Council and the commission on atomic energy in order to promote the establishment of international peace and collective security with the least diversion of the world’s population and economic resources for the armaments business”.
We think that this draft might be taken as a basis with the introduction of some changes which I will subsequently report today. [Handwritten: N 718/sh]
