[To the] Party Committee of Xinjiang Autonomous Region and the Ministries of Foreign Affairs and Public Security: (Top Secret)
We have received the 16 June cable from the Ministry of Foreign Affairs. With regard to evidence collection work, over the past month, under the leadership of the Party Committee of the [Xinjiang Uyghur] Autonomous Region and the Party Committee of Yili [Ili] Prefecture, and in collaboration with the Office of Public Security and the Foreign Affairs Office, we have collected case information in five areas—illegal issuance of Soviet passports by the Soviet consulates in Wulumuqi [Urumqi] and Yining [Gulja], their illegal registration of Chinese residents, arrogance and rudeness towards our local responsible cadres, and instigation of border residents to flee to the Soviet Union, as well as the illegal activities of the Soviet Nationals Association. These cases have largely been verified, and have been carefully reviewed by the special case office of the regional Party Committee. We have also prepared five special reports on these aspects.
There are still some other clues to the consulates’ attempts to drive a wedge in ethnic relations and spread rhetoric against our Party and our government. These clues, however, are difficult to verify in a short period of time. Thus, we need to continue our investigation and study and obtain additional evidence from the criminals in custody for verification purposes.
In accordance with the instructions in the 16 June cable from the Ministry of Foreign Affairs, we plan to submit a report to the regional Party Committee and then return to Beijing on 26 June with the material and evidence which we have sorted out.
