Situation of the Talks with [North Korean] Foreign Minister Pak Seong-cheol

 

[To the] Ministry of Foreign Affairs:

Report to: Premier [Zhou Enlai], Vice Premier Chen Yi (Zhao No. 6)

 

On the morning of 21 June [1965], [Zhang] Hanfu met with Foreign Minister Pak Seong-cheol. Pak said the following:

 

1. The reasons for the coup in Algeria are not clear. [He] doesn’t know what connection it has with outside [forces].

 

2. [He] hopes the situation in Algeria stabilizes and that there are not further demonstrations. If the situation is unstable, some delegations will not attend the [Second Asian-African] Conference.

 

3. Upon arriving in Algeria, the Algerian Foreign Minister went to greet Foreign Minister Pak and escort him to the hotel, but up to today, he [the Minister] has not met with Pak. After the coup, the [North] Korean Ambassador requested to meet the Algerian Foreign Minister and went to the Foreign Ministry to wait, but the Foreign Minister did not meet the Korean Ambassador. He met the ambassadors from India, Senegal, Turkey, and Cameroon. He [Pak] said that the Korean Ambassador had met him twenty times.

 

4. [Pak said that] not allowing the South Koreans to attend the [Second] Asian-African Conference is important for the Korean revolution. The Ambassador played a big role on the [Conference] Standing Committee. Now the decision of the Standing Committee should be sent to the foreign ministers. It is a fait accompli that the South Koreans will not be allowed to attend. The passage of the Standing Committee’s decision at the foreign ministers’ meeting should be smooth. [Pak] Hopes the Chinese comrades do more work.
