Chinese Embassy Report, Burma’s Relations with the US

On August 21 [1962], the Burmese government announced that it had decided to form a committee to elicit aid from America for its planned construction of a public road from Rangoon to Mandalay. The deliberations for this road have been ongoing for three years already. Since the engineering expenses are enormous, the Burmese government has been unable to undertake them (their first survey predicted a cost of $74 million USD, with Burma accounting for $44 million USD; the second survey showed $45 million USD, with Burma paying $15 million USD). Up until now there has been no agreement. Since the military government took over, this is a new development. It seems that while the military government is developing its relationships with other socialist countries, it has a mind to refine and balance out its relationship with the US as a way of demonstrating that its policy of neutrality is friendly to all nations.
