To the Chief of the 1^st Department and the Department Chiefs of the 2^nd Directorate of the KGB of the Council of Ministers of the Lithuanian SSR

To All KGB units of the Council of Ministers of the Lithuanian SSR in the Cities and Regions of the Republic

With the aim of increasing the level of counterintelligence work of the state security organizations in the fight against the subversive activities of the intelligence agencies of the imperialist states, the Second Main Directorate and the Leadership of the KGB of the Council of Ministers of the USSR have approved the plan of the most important counterintelligence measures in 1967 and 1968 under the name Operation HORIZON [Горизонт].

In addition to defining the main general tasks, the fulfillment of which the counterintelligence units must focus their efforts on, the Operation HORIZON provides for the specialization and coordination of their work in the fight against the subversive activities of the imperialist intelligence agencies.

Taking into consideration the goals of these intelligence agencies and the operative situation, what is called for is the differentiated use of the possibilities of the concrete counterintelligence units by giving them specific counterintelligence tasks.

The counterintelligence divisions of the KGB of the Council of Ministers of the Lithuanian SSR, in addition to the tasks of focusing their efforts on the fight against the intelligence agencies of the United States, Federal Republic of Germany, Great Britain, and Israel, as was called for by the plan Operation 100, are also given additional tasks in the Operation HORIZON:

- To conduct counterintelligence work through certain channels not only against the intelligence agencies of the main adversary, but also against the intelligence agencies of other states used by the main adversary;

- To cultivate [разрабатывать] concrete intelligence, ideological and nationalist centers, anti-Soviet emigrant organizations, companies and institutions used by the adversary in order to penetrate them and expose and stop their subversive activities;

- To implement other special counterintelligence measures, including those called for by the Operation GEM-2 [Алмаз-2] and the Operation RAINBOW [Радуга].

In particular, through the channel of the arrival of foreigners from capitalist states, the counterintelligence units of Lithuania are tasked to identify and cultivate the adversary’s intelligence officers and agents not only among the diplomats from the United States, the Federal Republic of Germany, Great Britain, and Israel, but also from Canada, and [also] among the foreign sailors from Germany and Sweden and the specialists from France and Belgium. There are no significant changes in the channels of tourism and personal business.

Concerning the channel of the short-term visits of Soviet citizens to capitalist countries, the more active use for counterintelligence purposes is called for in the channel of tourism to the Federal Republic of Germany and Austria and in the channel of personal business to the Federal Republic of Germany and Canada.

Among the intelligence centers of the adversary, its centers of ideological diversion, [and] the companies, institutions, and organizations used in its activities, the counterintelligence units of Lithuania are tasked to cultivate the following:

The Intelligence Centers:

- The CIA Station [резидентура] in Helsinki (USA),

- The CIA Substation [филиал] in Frankfurt on the Main (USA),

- The CIA Substation [филиал] in West Berlin (USA),

- The 10^th Special Forces Group in Bad Tölz (USA),

- The SIS Station [резидентура] in Helsinki (Great Britain),

- The General Office of the BND in Munich (FRG),

- The General Office of the BND in Cologne (FRG),

- The Service of Strategic Intelligence of the BND in Hamburg (FRG),

- The Intelligence School of the BND in Bad Ems (FRG).

Companies, Institutions and Organizations:

- The “Wide-World Travel” tourist company in Chicago (USA),

- The “Hovald-Werke” shipyard in Kiel (FRG).

The Centers of Ideological Diversion:

- The East European Institute in Munich (FRG),

- The College of St. Casimir in Rome (Italy).

The cultivation of the centers, companies, and organizations mentioned above will be done by the 2^nd Directorate in coordination with the 1^st Department of the KGB of Lithuania.

In addition to that, the plan of the Operation HORIZON tasks the 2^nd Directorate of the KGB of the Lithuanian SSR and its units in the regional KGB offices with the cultivation of the Lithuanian emigrant centers and organizations active abroad from counterintelligence positions in coordination with the 1^st Department of the KGB, and also with the series of other assignments, including:

- Identification of the subversive anti-Soviet designs and activities of the adversary from the territories of the Scandinavian countries and Finland.

- Use of the visits of various categories of Soviet citizens to the FRG through different channels with the aim of strengthening our positions there and the revitalization of the fight against the intelligence agencies of the FRG;

- Carrying out a series of measures to verify the information about the revitalization of the various types of organizations bringing together the Baltic Germans in the FRG and the creation of opportunities to identify and disrupt the subversive actions of intelligence services which intend to use that group.

We ask that all the tasks presented above, assigned to the KGB of the Lithuanian SSR in the plan of the Operation HORIZON, be taken into consideration in the course of your work on identifying and creating operative opportunities for use in the measures against the subversive activities of imperialist intelligence services, in accordance with the tasks assigned to you by the decision of the Board [коллегия] of the KGB of the Council of Ministers of the Lithuanian KGB “On Introducing Certain Specializations in the Counterintelligence Activities of KGB units…”

Those units of the KGB which, according to the schema of the specialization of their counterintelligence work, are placed in the position No. 1 and given the task of identifying and creating operative opportunities for use in the cultivation of the diplomats, specialists and sailors arriving in the USSR, additionally have to take up the task of identifying or creating operative opportunities for the cultivation of diplomats from Canada, specialists from Belgium and sailors from Sweden.

The units of the KGB which, in the position No. 3, are given the task of creating agent opportunities for use when travelling abroad through the channels of tourism and personal business, have to review their operative capabilities with the goal of identifying agents who can be used advantageously when travelling to Austria – as tourists and to Canada – on personal business.

Report such identified or created opportunities to the 1^st and 3^rd Departments of the 2^nd Directorate, respectively.

The units of the KGB which, according to the schema of the specialization are placed in the positions No. 4, 6, 7, 8, 9 should also review their capabilities and take measures to identify or create opportunities which could be used in the cultivation of the mentioned intelligence centers of the U.S., Great Britain, and the FRG, the companies, institutions and organizations used by the intelligence agencies of these countries, the centers of ideological diversion of the adversary as well as the organizations of Lithuanian nationalist and clerical emigration abroad.

The significant role in this work should be played by those KGB units placed in the positions No. 8, 6, and 2. In selecting and training agents for sending them to the FRG as permanent residents or through the channels of temporary visits, these units of the KGB should take into consideration the locations of the intelligence centers of the adversary which interest us and of the companies, institutions and organizations used by the adversary, and the necessity of sending agents to those locations.

The KGB unit in Klaipeda should also take into consideration the necessity of the penetration of these centers in selecting the candidates for recruitment among foreign sailors, [and] in planning and carrying out counterintelligence measures with the use of opportunities in the fishing fleet.

The units of the KGB which are placed in the position No. 11 should identify and create opportunities for the cultivation of the intelligence and ideological centers of the adversary mentioned above among the Soviet citizens who have close family or other contacts in the Polish People’s Republic (PNR) as well as in those countries in which the centers are located.

All units of the KGB should present the information in the form of suggestions about the operative capabilities which could be used for the cultivation of the intelligence and ideological centers of the adversary assigned to the KGB of Lithuania and the companies, institutions, and organizations used by the adversary to the 4^th Department of the 2^nd Directorate by May 7, 1967.

Such suggestions should not only be presented  by those units of the KGB which, according to the schema of the specialization, are placed in the positions from No. 4 to No. 10, but also by all other units to the extent of their operative capabilities.

By May 10 of this year, all units of the KGB should also present to the 4^th Department of the 2^nd Directorate the information in the form of suggestions about the opportunities which can be used advantageously in the measures for the identification of the subversive designs and activities of the adversary from the territories of the Scandinavian countries and Finland.

Such suggestions should also be presented going forward as the opportunities are being created.

The measures included in the Operation RAINBOW shall be carried out by all Departments of the 2^nd Directorate, all units of the KGB in the cities and regions of the republic and the results of these activities shall be reported to the 1^st Department of the 2^nd Directorate.
