To the Central Committee of the CPSU
In a meeting with Soviet Ambassador Cde. Ivanov, Cde. Kim Il Sung revealed that the decisions of the August and September plenary sessions of the KWP CC on questions of intra-party conditions had been sent to all party organizations, and at the present moment are under review in the plenary sessions of provincial party committees, where these decisions are being widely discussed.
For the time being, Cde. Ivanov has not reported on the course of the discussion in the KWP on the abovementioned decisions and of the conditions within the party after the August and September plenary sessions of the KWP CC.
I consider it imperative to inquire with the Soviet Embassy in Pyongyang regarding this question.
