CPSU CC RESOLUTION

concerning a Soviet government statement and other measures in connection with the 1 January 1987 expiration of the moratorium on nuclear tests announced by the USSR

1. Agree with the ideas on this issue expressed in the 8 December 1986 note of Cdes. L. N. Zaykov, V. M. Chebrikov, Eh. A. Shevardnadze, S. L. Sokolov, A. F. Dobrynin, Yu. P. Maksimov, and L. D. Ryabov (attached).

2. Approve the text of the Soviet government statement (attachment 1). Broadcast the statement via radio and television on [handwritten: 18] December 1986 and publish it in the press the next day.

3. Approve the text of instructions to the Soviet ambassadors in the Warsaw Pact member countries, Cuba, the MNR [Mongolian People’s Republic], the SRV [Socialist Republic of Vietnam], Laos, Kampuchea, the DPRK [Democratic People’s Republic of Korea], [handwritten: and the SFRY [Socialist Federal Republic of Yugoslavia]] (attachment 2).

4. Approve the text of instructions to the Soviet ambassadors in the "Delhi Six"^[1] countries [handwritten: Finland], and in Zimbabwe, and also the Soviet representative to the UN and the Soviet representative to international organizations in Vienna (attachment 3).

5. Approve the text of instructions to the Soviet ambassadors in the US, Great Britain, France, and the PRC [People’s Republic of China] (attachment 4).

6. Charge Cdes. V. F. Petrovsky (USSR MFA), A. M. Petros'yants (Ministry of Medium Machine-Building), and N. F. Chervov^[2] (Ministry of Defense) with holding a press conference in connection with the Soviet government statement.

7. Charge the USSR MFA [Ministry of Foreign Affairs] with ensuring that press conferences are held in Washington and New York in connection with the Soviet government statement.

8. The CPSU CC International Department is to pursue explanatory work through Communist, workers, revolutionary democratic, and social democratic parties, and also international public organizations and movements with the goal of providing broad support to the Soviet positions on the issue of prohibiting the testing of nuclear weapons.

9. The CPSU CC Propaganda Department is to provide propaganda support to the Soviet action in the mass media, including abroad.

10. Within a week the [handwritten: USSR] Ministry of Defense and the USSR Council of Ministers' State Commission for Military-Industrial Issues are to prepare and submit proposals to hold nuclear tests in the USSR in 1987.
