9. Concerning Xinjiang.

 

1. Sell military equipment from NKO stocks to the Xinjiang government according to the NKO list submitted against [that] stipulated in the contract [dogovor] with the Xinjiang government concerning the five-million [ruble] loan of the sum of 500,000 gold rubles for the purchase of military equipment with the subsequent replacement of this equipment by industry per an NKO order.

 

2. Charge the NKTP with delivering four U-2 aircraft to the Xinjiang government through Avtomotoekhsport in accordance with the NKO list against the same amount of 500,000 gold rubles.

 

3. Questions of the account with the Xinjiang government (the conversion of 10-ruble banknotes [chervonnye rubli] into gold rubles) is to be coordinated by the NKVT together with the NKO, the NKTP, and the NKID.

 

4. Charge Ehksportstroy with equipping aviation, small arms, and artillery repair shops in the city of Urumqi by 1 May 1936 according to a list submitted by the NKO. Document this in the form of an order from the Xinjiang government to Sovsin'torg on the basis of the contract concerning the five-million loan.

 

5. Issue material for clothing and gear for the Xinjiang army from NKO stocks with the subsequent replacement of this equipment by industry per an NKO order in accordance with a list submitted by the NKO. Document this in the form of an order from the Xinjiang government to Sovsin'torg against the government loan of two million rubles remitted by decree for the maintenance of the Xinjiang army.

 

The Politburo orders military equipment, including U-2 aircraft, small arms, and clothing, from NKO stocks to be sold to the Xinjiang government.
