CPSU CC Decree
Concerning Our Steps in Promoting the Treaty on the Non-Proliferation of Nuclear Weapons
1. To approve instructions for Soviet Ambassadors in non-nuclear countries on the issue of the non-proliferation of nuclear weapons (Attachment 1).
2. To approve instructions for the USSR representative to the UN (Attachment 2).
3. To task USSR MFA with sending senior Ministry personnel to certain countries in March-April of this year to conduct public information campaign on the issues of the non-proliferation of nuclear weapons.
The Minister of Foreign Affairs of the USS is to determine the list of such countries.
To approve instructions for our representatives’ talking points (Attachment 3).
4. To approve instructions for Soviet Ambassadors to the PNR, the CSSR, the GDR, the NRB, the VNR, the MPR, the SFRYu (Attachment 4).
5. To task the USSR MFA with informing the government of France through their ambassador in Moscow about our position on the issue of the non-proliferation of nuclear weapons.
6. To task the news desks of Pravda, Izvestia, Trud, and Krasnaya Zvezda newspapers, Novosti Press Agency, and The State Committee for Television and Radio Broadcasting under the USSR Council of Ministers with systematically explaining the importance of the non-proliferation treaty and of the USSR’s position on this issue.
