11. On our steps in connection with the accident of the American bomber with nuclear weapons on board and the radioactive contamination of the environment around Greenland.

 

1. Confirm the draft of memorandum to the U.S.A. government (Attachment 1).

 

Hand over the memorandum to the USA ambassador in Moscow.

 

Publish the memorandum in the Soviet press a day after handing it over to the American side.

 

2. Confirm the draft of instructions to the USSR representative at the Eighteen-Nation Disarmament Committee (Attachment 2).

 

3. Instruct the editors of Pravda and Izvestiya to publish an article in the vein of a memorandum of the Soviet government.
