First. Advise the Americans that the draft they have prepared of the report of the Committee of 18 Nations of the General Assembly does not raise any objections, in the main. Besides this, propose to introduce into the text of the report some changes directed towards excluding the provision that the report was sent to the General Assembly for review. Taking this change into account, as well as a few editorial refinements, Point 4 of the report would have the following wording:

 

“4. …the text of the draft of the treaty provided below, which the Committee presents to the General Assembly of the Organization of United Nations, has as its source text introduced for review of the Committee on 24 August 1967 by the Co-chairs from the Soviet Union and United States of the Eighteen-Nation Disarmament Committee. As a result of discussions, having taken place in the Committee, the Co-chairs presented the reviewed text of the draft treaty on 18 January 1968. The text provided below contains changes which were made in the light of discussions occurring in the Committee.”

 

Second. After agreement with the Americans and English on the issue of safeguards for non-nuclear states, about which you will receive additional instructions, you can concur with Point 7 of the draft of the report proposed by the Americans.

 

Third.  Taking into account what has been presented you can concur with the introduction of text of the draft of the report in the Committee of 18.

 

Meanwhile, we proceed on the premise that if our interests would be served by the introduction of any corrections or changes in the text of the treaty on non-proliferation in the future, the fact of presenting the draft of the report to the Committee of 18 would not close the possibility for introducing therm.

[1] Translator’s Note: The following information is extracted from Protocol No. 73 of the CPSU CC Politburo meeting, finalized on 11 March 1968 and covering numerous resolutions made during 4 to 11 March 1968. A number of decisions were made during the meeting and listed in numbered points, including Point 19.
