Visit IAEA General Director Eklund and, having referred to the instruction, explain the following to him.

The Soviet Union, in accordance with the agreement from 28 February 1961 rendered assistance to the Republic of Ghana in the construction of an atomic research center in Accra. The Soviet side expended considerable effort and material means so that the construction of this facility could be successfully completed in the established timeframe.

Due to circumstances independent of the Soviet side, the Ghanaian side in February of this year in a unilateral manner stopped further construction of facilities of Soviet-Ghanaian economic and technical cooperation, including the atomic reactor, and advised that it would determine in the very soonest time, the construction of which facilities, being built with the assistance of the Soviet Union, would be continued and which – frozen. However, to this time, there has not been any information on this issue from the Ghanaian side, and in particular on the intention of the Ghanaian side with regard to the construction of an atomic research center in Accra. Besides this, the Soviet side has learned that the Ghanaian leadership has turned to the IAEA with an official request on rendering assistance to them to complete construction of the afore-mentioned research center.

The Soviet side, naturally, cannot help but pay attention to this circumstance and considered it necessary to inform the IAEA General Director about the above, since such a manner of action by the Ghanaian side can not be seen as other than being in clear contradiction to the conditions of the specified Soviet-Ghanaian agreement on the construction of an atomic research center in Accra. Turning over completion of the construction of the atomic research center to any third party would be impossible to be viewed as anything other than a violation by the Ghanaian side of the mentioned agreement.

Emphasize that completion of the construction of the scientific-research atomic center in Ghana is an issue concerning exclusively the Ghanaian and Soviet sides. Completion of construction is essentially impossible without further technical assistance from the side of exactly those Soviet competent scientific and technical organizations which designed this facility and have rendered direct assistance in its construction.

In conclusion, express confidence that the General Director will consider the position of the Soviet side in this issue in its response to the Ghanaian side on its appeal to the IAEA.
