My earlier references to the fact that North Korea exerts a considerable influence in certain spheres of [Ethiopian] politics is confirmed by a Vietnamese information that in the recent weeks, DPRK experts have been working here on the preparation of the Constitution. A delegation headed by Politburo member Legesse [Asfaw] is going to travel to the DPRK, Vietnam, Cuba, and the GDR for the same purpose. The Soviet Union was not included in the itinerary, allegedly because of Mengistu’s [expected] visit there, to which I referred yesterday.
