Information Summary

 

The Central Committee of the Communist Party of Lithuania received the Decree of the Politburo of the Central Committee of the Communist Party of the Soviet Union from 25.02.1987 “On the Measures for Counteracting Ideological Diversions against the Soviet Baltic Republics.”

 

In the Decree, it is stated that:

 

- The Academy of Sciences [of the Soviet Union] together with the Academies of Sciences of the Lithuanian, Latvian, and Estonian Soviet Socialist Republics [should] ensure the development of contacts with the Baltic Institute [Sweden], the regular participation of Soviet scholars in its events and conferences, the invitation of scholars and associates from the Institute to the Soviet Baltic republics, the publication of the works of Soviet and foreign scholars on history, linguistics, ethnography in the USSR and Sweden, [and] the creation of joint scientific programs.

 

- The Baltic Institute [should] be used for the substantive exposure of ideological diversions of the enemy regarding the so-called Baltic Question, the propaganda of the successes of Leninist national policies, [and] the practices of social and cultural progress using the examples of the Soviet Baltic Republics.

 

- The Central Committees of the Communist Parties of Lithuania, Latvia, [and] Estonia [should] assist in the selection of scholars [and] the preparation of necessary propaganda materials. Together with the KGB, [they] should provide for and implement offensive measures directed at the neutralization of the anti-Soviet campaigns of the centers of the reactionary Baltic émigré circles.

 

- TASS and APN [should] publicize the participation of Soviet representatives in the events of the Baltic Institute in the Western media (together with the KGB).

In February 1987, the Politburo of the Central Committee of the Soviet Communist Party – the supreme political authority in the Soviet Union – sought to address the ever-growing vocal support in the international community for the independence of the Baltic republics (Lithuania, Latvia, and Estonia). The resulting Politburo decree, titled “On the Measures for Counteracting Ideological Diversions against the Soviet Baltic Republics,” was summarized for the KGB of the Lithuanian Soviet Socialist Republic by Lt. Colonel Vilius P. Kontrimas, deputy chief of the First Department (foreign intelligence) on March 24, 1987.
