Informational Note to CC PUWP Secretary regarding the Meeting of the International Departments of Seven Fraternal Parties

The CC International Department received information that on October 25-29 of this year, there will be another confidential meeting of the International Departments of seven fraternal parties (CPSU, BCP, SED, HWSP, CPCz, MPRP, and PUWP) held in Prague. The following topics for discussion during the meeting:

1) The assessment of the current situation in China

2) The issues of coordinating propaganda and study/research activities regarding contemporary China

3) The exchange of views pertaining to the upcoming meeting of the CC secretaries.

4) Other: preparations for a meeting of European parties, the Albania issue.

The meetings take place on the initiative of the CPSU usually once a year. The last meeting took place in Sofia, but due to the fact that it took place prior to the congress of fraternal parties, its nature was somewhat limited to only a partial exchange of information. Per the CC CPSU International Department's recommendation, a proposal was approved to meet again in order to fully discuss the issues based on the decisions from the last CPSU Congress, as well as the congresses of other fraternal parties.

The CC International Department proposes that the following individuals on the Polish side take place in the Prague meeting:

Bogumil Sujka – deputy head of the CC International Department

Wlodzimierz Konarski – senior instructor of the CC International Department

Zdzislaw Pachowski – deputy director of Department II, Foreign Ministry

Jozef Kucharski – senior counselor of Department II, Foreign Ministry

We would like to make statements regarding points 1 and 4 regarding the assessment of the events in China and Albania [starting] from March this year, as well as provide information on our continuous propaganda activities (point 2). The discussion during a meeting of CC Secretaries for ideological and international affairs will include the exchange of views pertaining to the topics of the meetings (estimated date – January 1972).

A joint protocol note will be prepared at the end of the meeting and the exchange of papers will take place regarding various aspects of the China problem (we are working on the assessment of the situation within the Chinese diasphora in Asia, as well as an excerpt from the reports of our consulates in Shanghai and Canton).

I propose to consult the details of our statements in a working manner.
