日本国と中華人民共和国との間の国交正常化に関する日本国政府と中華人民共和国政府の共同声明

 

(前文省略)

 

日本国政府及び中華人民共和国政府は、日本国と中国との間の戦争状態の終了をここに確認する。

 

日本国政府は、中華人民共和国政府を中国の唯一の合法政府として承認する

 

日本国政府及び中華人民共和国政府は、1972年日から外交関係を開設することを決定した

 

両政府は、また、できるだけすみやかに大使を交換することに合意し、国際法及び国際慣行に従い、それぞれの首都における他方の外交使節団の設置及びその任務の遂行のために必要なすべての援助を相互に提供することを決定した

 

中華人民共和国政府は、台湾が中華人民共和国の領土の不可分の一部であることを再確認する

 

日本政府は、この中華人民共和国政府の立場を十分理解し、かつ、これを尊重する

 

日本国政府及び中華人民共和国政府は、主権及び領土保全の相互尊重、相互不可侵、国内問題に対する相互不干渉、平等及び互恵並びに平和共存の諸原則に従つて、両国間の平和的かつ友好的関係を恒久的な基礎の上に確立すべきことに合意する

 

これに関連して、両政府は、日本国と中国が、外部からのいかなる干渉も受けることなく政治的、経済的又は社会的制度を選択する両国の固有の権利を相互に尊重すること、及び、両国が、国際連合憲章の原則に従い、相互の関係において、いかなる紛争も平和的手段により解決し、武力による威嚇又は武力の行使を慎むことを確認する

 

日本国政府及び中華人民共和国政府は、両国のいずれも、アジア・太平洋地域において覇権を求めるべきではなく、また、このような覇権を確立しようとする他のいかなる国あるいは国の集団による試みにも反対するとの見解を有する

 

(7中華人民共和国政府は、日中両国国民の友好のため、日本国に対し、両国間の戦争に関連したいかなる賠償の請求も行わないことを宣言する。

 

日本国政府及び中華人民共和国政府は、両国間の平和友好の関係を強固にし、かつ、両国間の将来の関係を発展させることを目的として、平和友好条約及び通商航海、航空、漁業等の各種の分野における必要な諸取極の締結のため、外交上の経路を通じて交渉を行なうことに合意した

Joint Declaration between the Government of the People’s Republic of China and the Government of Japan

 

(Abbreviated Preamble)

 

1. The Government of Japan and the Government of the People’s Republic of China hereby affirm the end to the state of war between Japan and China.

 

2. The Government of Japan recognizes the Government of the People’s Republic of China as the sole and lawful government of China

 

3. The Government of Japan and the Government of the People’s Republic of China have decided to establish diplomatic relations from (month) (date) 1972.

 

Additionally, in accordance with international law and international custom, the Governments of the respective countries will establish in each other’s capitals the embassies and other establishments necessary to carry out their functions.

 

4. The Government of the People’s Republic of China reaffirms that Taiwan is an indivisible part of the territory of the People’s Republic of China.

 

The Government of Japan fully recognizes and respects the standpoint of the Government of the People’s Republic of China.

 

5. The Government of Japan and the Government of the People’s Republic of China agree to establish, on a permanent basis, a peaceful and friendly relationship that follows the principles of mutual respect for sovereignty and territorial integrity, mutual nonaggression, nonintervention in domestic issues, equality and mutual benefit, and peaceful coexistence.

 

With regard to this, both Governments affirm that each will respect each other’s right to choose its own political, economic, and social policies without any external interventions. Additionally, both Governments affirm that, in line with the principles of the United Nations Charter, they will peacefully resolve any dispute in their mutual relationship without the threat of force and abstain from the use of force.

 

6. The Government of Japan and the Government of the People’s Republic of China hold the view that neither country shall seek hegemony in the Asia-Pacific region, and furthermore that both countries will oppose other countries or groups of countries that seek to establish hegemony.

 

(7. For the sake of friendship between the peoples of Japan and China, the Government of the People’s Republic of China declares that it will not seek from Japan reparations related to the war between the two countries.)

 

8. The Government of Japan and the Government of the People’s Republic of China, with the purpose of strengthening peaceful and friendly relations between the two countries and developing future relations, agree to conduct negotiations through diplomatic channels for the conclusion of a peace treaty and agreements necessary for the fields of commerce, shipping, air traffic, and fishing.
