RECORD OF A CONVERSATION
with KIM CHAE-WON, Chief of the DPRK MFA Department
of International Information
11 February 1960
1. At the instruction of the leadership of the Embassy I visited Kim Chae-won and informed him of international conferences held in Moscow by the USSR Central Council of Soviets Sports Societies and USSR Sports Federations about issues of joint activity of national sports federations of fraternal countries in international soccer, basketball, and wrestling competitions for which there was preliminary agreement between the government sporting bodies of the socialist countries.
Stressing that the conferences are of a confidential nature I informed Kim Chae-won of the date and planned agenda of the conferences' work and asked that an official invitation to send representatives to take part in each of the three conferences be sent to the DPRK Cabinet of Ministers' Committee of Physical Culture and Sport from the Soviet Central Council of Soviets Sporting Societies and Organizations.
I also passed on a request to send the Central Council proposals about the issues being discussed.
I informed Kim about the procedure for paying for the passage of DPRK representatives and their stay in Moscow.
I asked that the Embassy be informed of the acceptance of the invitation, the composition of the DPRK delegation, and the time of its arrival in Moscow.
Kim thanked [me] for the information and promised to give a reply to all the questions as soon as possible.
2. Kim reported that the issue of possible measures by the DPRK to prepare for the 6th International Congress of Buddhists (see the 28 December 1959 conversation between Cde. N. Ye. Torbenkov and Deputy DPRK Minister of Foreign Affairs Pak Gwang-seon) has been carefully studied. There are certain difficulties for the friends on this issue since the Congress of Buddhists of South Korea is a member of the World Fellowship of Buddhists, but the Union of Buddhists of North Korean is not a member of it. Kim expressed doubt in this connection of the possibility of an invitation to a delegation of DPRK Buddhists to take part in the Congress. Kim promised to give a response to the Embassy after additional study of the issue.
Kim said, as regards events in the USSR in connection with preparations for the Congress, we fully approve of them.
