I visited Minister of Foreign Affairs Pak Seong-cheol [Pak Song Chol] at his request.

 

Pak Seong-cheol said the following:

 

during the visit to Cde. N. S. Khrushchev by the KWP CC delegation at the beginning of February of this year in the conversation which was held Cde. Kim Il informed [him] of an increase of tension in Korea from the South Korean authorities and expressed views about some DPRK measures planned in connection with this. Now we have prepared a statement in the form of a reply by Cde. Kim Il, First Deputy Chairman of the DPRK Cabinet of Ministers, to questions of a TsTAK [Central Telegraph Agency of Korea] correspondent. At the instruction of the DPRK government I am requesting that this statement be sent to the Soviet government. The comments and wishes which the Soviet government expresses will be taken into account.

 

Then Pak Seong-cheol passed the text of the statement in Korean and Russian, and made the reservation that there might be inaccuracies in the text of the Russian translation.

 

Receiving the text of the translation, I told Pak Seong-cheol that it would be sent to Moscow immediately. We arranged that Embassy officials will make possible revisions of the Russian translation together with Choe Won-sik, who was present at the conversation.

Pak Seong-cheol notes an increase of tension in Korea from the South Korean authorities and describes North Korea's planned response.
