Nam Il invited me and also the ambassadors of China, Czechoslovakia, and Poland to the MFA, and said the following:

 

It is known that last year the Americans unilaterally halted the operation of the Neutral Armistice Commission by expelling the North Korean representatives from it. At the present time, shielding themselves with provocative fabrications that North Korea is allegedly violating the Armistice Agreement, the Americans are delivering weapons to South Korea.

 

There is speculation that on 1 July the Americans will raise the issue of changing Article 13 of the Armistice Agreement in the Military or Neutral Commissions in order to "legalize" the importation of new weapons into South Korea, and possibly announce this unilaterally. They are pressuring representatives of Sweden and Switzerland in the Neutral Commission to this end.

 

Accordingly, there is a proposal to unofficially hold a conference of the representatives of Poland and Czechoslovakia in the Neutral Armistice Commission and representatives of China and the DPRK in the Military Armistice Commission in the DPRK MFA on 17 June with the participation of the ambassadors of the PRC, USSR, PNR, and CSR.

 

The goal of the conference is to come to a common consensus point of view.

 

The Ambassadors of the PRC, Qiao Xiaoguang; the CSR, Surin Mikulas; and the PNR, Siedlecki, completely support Nam Il's proposal to hold this conference.

 

In return, I said that the real goal of the provocative campaign which the Americans are fomenting is to conceal the illegal importation of new weapons into South Korea in every way, to pursue matters not toward a lasting peace, but toward undermining the armistice in Korea, and everything is being done to continue an actual occupation of South Korea by the Americans. Such fabrications of American propaganda need to be vigorously exposed, the real goals and practical activities of the Americans [need] to be shown, and not let Article 13 of the Agreement be reconsidered. I spoke in favor of the advisability of convening a conference at the MFA on 17 June. I said that I would report more about the participation of the ambassador of the USSR…

Nam Il invites the Ambassadors of the USSR, China, Czechoslovakia, and Poland to seek consensus on holding an unofficial conference that clarifies positions against potential US efforts to change Article 13 of the Armistice agreement.
