I received GDR Ambassador Cde. Fischer at his request.

 

In accordance with his promise (the 26 November conversation) Cde. Fischer informed me about the results of the talks between GDR and DPRK delegations concerning issues of scientific and technical cooperation.

 

Cde. Fischer said that a corresponding protocol was signed as a result of talks on 19 September 1957. Chairman of the State Technical Commission Choe Seong-se signed the protocol from the Korean side. According to the protocol the GDR will help the DPRK with carbide gasification, the purification of acetylene, the production of hydrogen peroxide, acetaldehyde, acetic acid, vinyl ester, methanol, and other chemicals. The aid will be chiefly in furnishing the DPRK with scientific and technical information and design documentation.

 

In accordance with the protocol the GDR will supply the DPRK with equipment to produce hydrogen peroxide. All the equipment will be delivered against trade turnover.

 

The Ambassador also said that the GDR will help the DPRK in the production of rayon.

 

According to the protocol the GDR is obligated to accept 25 Korean trainees for two years for familiarization with the production of the above chemicals and synthetic fiber.

 

At the end of his information the Ambassador suggested convening a meeting of Embassy officials dealing with issues of protocol work to work out a plan for protocol measures for the first half of 1958.

 

I thanked Cde. Fischer for the information and agreed with his suggested meeting.

 

Attaché M. P. Kurbatsky was present at the conversation.

 

The conversation was translated by interpreter Gerhard [SIC] [Binert].
