I had a conversation with Pak Geum-cheol (he is acting for Kim Il Sung for KWP CC [matters] during [the latter's] vacation) and Deputy Premier Ryu Ji-seung [sic] (he translated) during a reception held by the Ambassador of the Polish People's Republic in connection with the 16^th anniversary of the liberation of Poland.

Pak Geum-cheol asked who will head the delegation of the Soviet-Korean Friendship Society invited to the DPRK in connection with the Korean-Soviet Friendship Month being held, and also who will be charged with opening the Soviet exhibition in Pyongyang?

I replied to Pak Geum-cheol that the leader of the Soviet-Korean Friendship Society delegation has still not been confirmed. A. I. Kozlov, First Secretary of the Chita Oblast' Party Committee is being named purely tentatively. The Embassy still does not yet know who will be charged with opening the Soviet exhibition in Pyongyang. Possibly one of the senior officials of the USSR Ministry of Foreign Trade will come or the Soviet Ambassador in the DPRK will be entrusted with the opening of the exhibition.

I asked Pak Geum-cheol to inform Kim Il Sung that I have an assignment to meet him personally and hand [him] two letters from Cde. N. S. Khrushchev.

Pak Geum-cheol promised to talk with Kim Il Sung about this issue by telephone today.

I briefly informed Pak Geum-cheol about the work of the July CPSU CC Plenum. He showed interest. I noted that if Pak Geum-cheol has the desire and the time I am ready to inform him in more detail about the work and the decisions of the CC Plenum.

Pak Geum-cheol warmly thanked [me] for the readiness to inform [him] about the decisions of the CC Plenum and said he would like to meet with me after the visit to Kim Il Sung.

Then we exchanged opinions about the situation in the Congo, in Cuba, and about other issues of international life.

In a brief conversation Kim Il said that at the present time the situation in agriculture is completely satisfactory, and the prospects for the rice and corn harvests are good. Rain began considerably earlier this year and is expected in larger amounts than in previous years, which will allow [us] to have large reserves of water for the operation of hydroelectric stations.

Ambassador of the Polish People's Republic Jozef Dryglas and Kim Il gave welcoming speeches at the reception.
