28 July 1960

I visited Kim Do-man, Chief of the KWP CC Agitprop Department in connection with a wish he stated in a conversation with Embassy Counsellor V. I. Pelishenko to exchange opinions about the program of Cde. N. S. Khrushchev's stay in the DPRK.

Kim Do-man said, the Korean people and all of us await the arrival of Cde. N. S. Khrushchev with great impatience and are developing broad preparations. These preparations will be conducted in connection with the Korean-Soviet friendship month, which begins on 10 August, until publication in the press of a report about the arrival of the Soviet Party-government delegation. The KWP CC intends to broadly familiarize the entire population of the country with the remarkable achievements of the Soviet people in the construction of a Communist society, with the peace policy being consistently pursued by the Soviet Union, with its proposals for universal and complete disarmament, and the persistent struggle of the Soviet Government and Cde. N. S. Khrushchev personally for peace in the entire world. Numerous brochures, leaflets, and slogans will be published besides the materials placed in the periodical press. We are preparing to hold a warm, cordial, unprecedented welcome for Cde. N. S. Khrushchev. it is tentatively planned to suggest that Cde. Khrushchev visit the Pyongyang textile works, the Hungnam mineral fertilizer plant, the Ryonsan [sic] machinebuilding plant (if possible), the metallurgical plan in Hwanghae, Kim Il Sung University, the museum of the patriotic war of liberation, and to familiarize himself with the capital of Pyongyang, and to also visit the Munhwa [sic] or Lipsok agricultural cooperative, the Andun [sic] irrigation system, and the textile mill and mining equipment plant in Kuson. A speech by Cde. Khrushchev at a rally and demonstration of the workers of Pyongyang is also proposed, with his agreement. A more precise program of the visit will be developed by the DPRK MFA, and it will be examined by the KWP CC in the first days of August.

I said for my part that, considering the experience Cde. Khrushchev has of visiting other countries it would be desirable to construct the program such that it is not too overwhelmed by time since there might be any sort of unforeseen deviations and changes. I also expressed a desire that in the near future appropriate Korean officials help the Embassy gather some materials about the revolutionary movement, the historical events, the anti-Japanese struggle, the most important events in the construction of a new democratic republic, and also reference materials about those cities and enterprises where a visit by the Soviet Party-government delegation is proposed, and also expressed a wish that we be given printed collections, publications with Korean sayings, proverbs, folk traditions, etc., and if available, materials about the results of the work of the agricultural cooperatives for 1959.

Kim Do-man said that all the materials and also everything that the Embassy needs will be sent immediately.

I received Ambassador of the Bulgarian People's Republic Tsolo Krystev Kamenov in connection with his upcoming departure for his homeland. The Ambassador reported that a current counsellor of the Bulgarian Embassy in Moscow has been appointed the new Ambassador and that he is supposed to leave Pyongyang on about 10 August.

I informed the Ambassador of the decisions of the July CPSU CC plenum and the main issues concerning which the Chinese leaders have views distinct from the positions described in the Declaration and Peace Manifesto.

The Ambassador expressed gratitude for the information.

The Ambassador also warmly expressed gratitude for the comprehensive comradely assistance in work during his time in the DPRK.
