I visited Kim Il Sung at [his] residence at 2120.

 

Referring to his conversation of 2 May I passed on that they would be happy to receive him in Moscow on an unofficial visit in the first half of June and in accordance with his wishes to exchange opinions about issues of interest to the Korean friends. I said that your arrival in Moscow could be set at approximately 8 June or a date near it if this suits you. I also reported that your meeting with Cde. N. S. Khrushchev can be held on the Black Sea coast where he is presently located.

 

Kim Il Sung received the information with great satisfaction and warmly expressed appreciation. Kim Il Sung said the following with respect to the date of departure for Moscow.

 

In connection with the fact that it is being proposed to convene a conference of representatives of Communist and worker's Parties of the countries of the socialist camp in Bucharest at the end of June it will be very inconvenient for me to arrive in Moscow on 8 June, but I will try and do this before 15 June. Tomorrow, 6 June, the KWP CC Presidium will examine the 2 June CPSU CC letter about convening the conference in Bucharest and determine the composition of the delegation. Then Kim Il Sung noted that right now the majority of KWP CC Presidium members are in the field, but they should return tomorrow and take part in the CC Presidium meeting. Kim Il Sung said, at first, before the receipt of the CPSU CC letter, we were suggesting that Cde. Kim Chang-man be appointed the leader of the delegation to the third congress of the Romanian Worker's Party. Now it is evident that I will have to head the delegation to the congress and the conference in Bucharest. Tomorrow we will decide this in the Presidium and also set the day of arrival in Moscow you desire. We will inform you about this on the evening of the 6th or the morning of the 7th.

 

Kim Il Sung then said that the date of his arrival in Moscow is still desirable several days later than 8 June because after the meeting with Cde. N. S. Khrushchev he will go to Bucharest without returning to Pyongyang.

 

In the course of the conversation Kim Il Sung said that somewhat earlier the KWP CC gave instructions to Gosplan to finish the compilation of the target figures for the seven-year plan for the development of the DPRK economy by 15 June, and on 18 June they are to be discussed at a KWP CC Presidium meeting. Afterwards we counted on being in Moscow in the period until 25 June. Now, all this will be changed in connection with the planned convening of the conference of representatives of Communist and worker's Parties of the countries of the socialist camp.

 

I told Kim Il Sung that I have instructions to familiarize him personally with information "Concerning measures of the intelligence organs of NATO member countries against Communist Parties and other progressive organizations", adding that it is obviously better to do this during a meeting on 7 or 8 June.

 

Kim Il Sung agreed with the suggestion [I] expressed.

 

Minister Pak Seong-cheol and Chief of the International Department Pak Yong-guk were present at the meeting.

 

The conversation was interpreted by USSR Embassy in the DPRK interpreter D. A. Priyemsky and the Minister's interpreter Ri Syn-hek [sic].
