…In the evening I was at a reception given by the Bulgarian Ambassador on the occasion of the 13th anniversary of Liberation Day.

 

In a conversation which took place Pak Jeong-ae [Pak Jong Ae] informed [me] that it had been decided to hold a KWP CC Plenum in October with a discussion of the issue of construction. The exact date for convening the Plenum and the speaker have still not been set. Presidium members are of the opinion that Kim Il Sung will continue [his] vacation after meeting and seeing off the Bulgarian government delegation headed by Yugov (the arrival of the delegation is expected on 28 September).

 

I asked Pak Jeong-ae whether any other issues will be discussed at this Plenum.

 

Pak Jeong-ae replied that no other issues are being proposed. The issue of the anti-Party group will in all probability be discussed after Kim Il Sung visits Moscow to celebrate the 40th anniversary of Great October.

 

Speaking of the proposed change in the composition of the leadership of the Supreme People's Assembly Presidium and DPRK government, Pak Jeong-ae said that it had already been decided that Kim Du-bong would not be recommended for this post, but all the necessary circumstances and privileges are to be kept for him for him to engage in academic work. There will be no changes with regard to Pak Ui-won. He will again be recommended at the session as Deputy Chairman of the Cabinet of Ministers.

Pak Jeong-ae informs Puzanov that a KWP CC Plenum in October will discuss the issue of construction. The anti-Party group discussion will resume after Kim Il Sung's visit to Moscow for the 40th anniversary of Great October. Pak also notifies Puzanov of the final leadership decisions regarding Kim Du-bong and Pak Ui-wan.
