Chinese Ambassador Pan Zili invited me to his place to eat lunch in the newly-built Embassy building. In the conversation which was held Pan Zili said that the successes of the cooperation of agriculture of China exceeded all expectations. At the present time 70,000,000 households have already been cooperated, which constitutes 60% of all farms. Evidently cooperation will be basically completed by the end of the current year. This has become possible because the CPC made long preparations, and political and organizational work among the peasantry.
The Chinese government will reexamine the timeframes for the technical reconstruction of agriculture in accordance with such rates of cooperation. Pan Zili said that previously it had been intended to reequip agriculture with new equipment over three five-year plans. Now, this goal will be accomplished in two five-year plans. Consequently it is planned to build many agricultural machinery and tractor-building plants.
In reply to my comment that the issue of capitalist elements will arise in connection with such rates of cooperation Pan Zili said that at the present time a policy of limiting and using the capitalist elements is being pursued; a purchase of private property will subsequently be carried out. In the cities privately-owned enterprises have already been turned into enterprises of the state-private type by individual sectors and the share of profit of private capital has been limited to 25%. As regards the countryside, those capitalist elements which do not want to receive payment for property and resist will be liquidated.
