Excellency:
Further to our conversation of August 8th concerning our participation to Colombo Plan, Your Excellency assured me that the Vietnamese Government will propose the full membership of Republic of Korea to Colombo Plan. I have informed my Government of your intention and I wish to convey the great appreciation of my Government for this friendly gesture.
I have also the honour to inform you that the authorities of my Government have contacted the British Envoy in Seoul in this connection. As soon as I get the report on the reactions of the British Government, you may rest assured, Your Excellency, that I will inform you immediately.
Please accept, Your Excellency, the assurances of my high consideration.
