Confidential Note to the Heads of Missions and Delegations

 

Dear Brothers,

 

In the current international context, African and Asian countries often find themselves the crucible of decisive ideas and influences. If these countries are more or less directly under the control of colonialists or neo-colonialists, in seeking to free themselves, they always appear to the two blocs as a strategic and economic battleground. Accordingly, the type of struggle they wage remains to a certain extent conditioned by their choice of alliance within the anti-imperialist camp.

 

The divergences in strategic policy that have split the socialist camp ever since the XXII Congress of the Communist Party of the Soviet Union will continue to have repercussions on national liberation movements, particularly in Africa and Asia. However, our own struggle remains, because of its duration and popular character, a focal point for the peoples of those countries, for which our positions often become a reference.

 

It is thus important that our opinion on current world issues be clearly expressed. Similarly, the experience of our political action abroad compels us to specify the conception that we have on the solidarity between peoples and the nature of an inappropriate organization to wage a more effective general struggle.

 

During the last sessions of the Executive Committee of the Afro-Asian solidarity movement held in Ghana and of the World Peace Council held in Stockholm, we had to publicly define the positions of the FLN on the whole spectrum of major world issues. We are sending you, attached to this message, the reports produced by our delegations during those international conferences. We bring your attention to the confidential and purely internal nature of these reports. They are meant strictly for your own personal information so they can serve as a platform for your discussion of these issues. Under no circumstance can they be shared with other parties.
