The Ministry of Defense has examined the draft of additional instructions to the Soviet delegation for the further holding of negotiations in Peking and considers that [we] ought to persistently uphold the position presented in the CPSU CC directive of 16 October 1969 and not make any concessions with respect to Soviet territory in the region of the Pamirs and the islands of Tarabarov and Bol’shoy Ussuriysky on the Amur River.
The Soviet delegation at the negotiations ought to show our consistency and firmness in achieving a settlement of the border question on the entire Soviet-Chinese border. [We] ought not give the Chinese side any chance to interpret our position as unsteady.
