Letter No: CAR/104/3/71

DATE: September 21, 1973

…The important point to be made by Caldera [Venezuela’s President giving televised press conference on Sept. 20] is that Venezuela’s attitude in regard to continuance of relations with the new regime will be consistent with its thesis of “ideological pluralism” viz, that there is an overriding need to maintain and strengthen relations among the Latin American countries regardless of the form of ideological orientation of the government of a particular country, thus implying that Venezuela will continue relations with the new regime. In regard to formal announcement of recognition of the new regime Venezuela is consulting with other Latin American countries, particularly members of the Andean Group other than Chile.
