In a meeting with Soviet Minister of Foreign Affairs V. M. Molotov, Czechoslovak Ambassador to the Soviet Union Jiri Horak requests that Stalin send greetings to the International Congress of Students to be held in Prague, expresses concerns about the implications of a joint Soviet-Czechoslovak company for developing uranium, and voices his hope that the Volhynia Czechs will be permitted to resettle in Czechoslovakia.

The universities and higher educational schools of the Czech Republic and Moravia were closed on 17 November 1939 after the unprecedented torture of Czechoslovak students by the Germans and a meeting of the International Congress of Students from the universities of almost the entire world will open in Prague this year in memory of the day.
The Czechoslovak students, the organizers of the Congress, have turned to the Embassy of the Czechoslovak Republic in Moscow through the Ministry of Foreign Affairs in order to send you, Mr. People’s Commissar, a request for kind assistance, whether it might be possible for Mr. Generalissimo Stalin to send greetings for the opening of the Congress. I have the honor to ask you for assistance and permit myself to note that the organizers are also turning to Mr. US President Truman and Mr. Prime Minister Attlee of Great Britain.
It would be a most wonderful and unforgettable distinction for all participants of the Congress generally and especially for the Czechoslovak students, the organizers of the Congress, if Mr. Generalissimo Stalin sent greetings to the opening of the Congress.
Mr. People’s Commissar, accept my assurances of quite high regard for you.
