I submit to you a draft directive for the Soviet delegation in the Joint Soviet-American Commission Concerning Korea, reworked in accordance with your instructions.

 

The draft directive included instructions which are only new and additional to the two previous directives for the Soviet delegation in this Commission “the Directive for the Delegation of the Soviet Command In the Joint Soviet-American Commission to Form a Provisional Korean Democratic Government” of 16 March 1946 and “the Directive for the Delegation of the Soviet Command In the Joint Soviet-American Commission Concerning Korea” of 26 July 1946, which remain in force as before.
