Letter from Zhou Enlai to Mao Zedong and Liu Shaoqi

Chairman [Mao Zedong] and Vice-Chairman Liu [Shaoqi]:

 

1. Today, [I] talked with Comrade [M.V.] Zakharov, etc. He told me that the Soviet side has agreed to dispatch Soviet pilots to fly jet planes to Andong [Dandong] to take charge of air defense.  And [they] can go several li beyond the Chinese border, but must learn several watchwords in Chinese for liaison. Therefore, [they] can move from Shenyang to Andong around the 10thof next month.

 

2. This evening, see off the persons in charge of the air division that used to be in Shanghai and give them the Chairman’s certificate of merit.  According to him, there is no problem to move Jet [Fighter] Aviation Group One (10 people) from Shanghai.  An agreement has been reached with Zakharov that only ten people will be taken from Shanghai to examine the air defenses at Andong.  This is ten people fewer than originally planned.
