Memorandum on 12th World Festival of Youth and Students in Moscow

Information recently received about the activity of the special services of the Western countries, anti-socialist, extremist and terrorist organizations indicates that the enemy is hatching plans to carry out malicious acts during the 12th World Festival of Youth and Students in Moscow, including those of a terrorist nature, and some forces which are on the whole neutral with respect to the USSR might attempt to turn this important international event into an arena for the settling of personal accounts.

 

At the same time all information about this question has a general nature for the time being and does not contain specific information about the designs of the malicious forces and those who are preparing the acts.

 

Considering the importance of the tasks with which [we] are faced to ensure the security of the 12th VFMS our service would be interested in firstly receiving specific information about enemy plans to carry out terroristic and other extremist acts at the 12th VFMS.

 

We request [you] immediately inform [us] about any such information.
