The State Security Committee considers it possible in principle to agree with the proposal put forth in the note by com. M.V. ZAKHAROV on organizing the transport of groups of passengers from Hanoi via Moscow to Paris on charter flights by “Aeroflot” airplanes with the mediation of the FRG tourist firm, “Osttourist.”
Insofar as the entire operation will include the transport of about 5000 persons and the organization of the transport of American prisoners of war may be at issue, evidently, it is necessary to instruct the MID USSR to inform the MID DRB about the essence of the issue and to explain the point of view of the government of the Democratic Republic of Vietnam.
