Memorandum from V. G. Dekanozov to I. V. Stalin with a Summary of General I. Z. Susaikov's Information Regarding the Creation of the Interim National Government of Hungary1

 

Moscow

December 22, 1944

 

To Comrade I.V. STALIN

 

Today General Susaikov informed me of the following on the secure line from Debretsen:

 

The Interim National Congress of Hungary completed its work today, on December 22. It created an Interim National Government of Hungary led by General Colonel Miklosh Bela. The Declaration of the Interim National Government of Hungary2 was passed unanimously. The composition of the Hungarian Government and the text of the government's declaration were approved in full coordination with our drafts.

 

In addition, the Congress passed two special decisions:

 

1. The Interim National Congress directed the newly created Interim National Government to appeal to the Soviet government to begin the Armistice negotiations.3

 

2. On transferring certain functions of the head of state to the Presidium of the InterimNational Congress of Hungary represented by its Chairman and his two deputies.

a) On confirming state secretaries (deputies of ministers);

b) On confirming Generals and certain categories of state officials.

 

To Comrade Susaikov's question - what should be the composition of the Hungarian Armistice delegation - I responded that they should discuss that question themselves and inform us about their ideas via the telegraph.

 

Today we will prepare a press statement on the creation of the Interim National Congress and Government of Hungary in Debretsen and submit it to you for approval.
