For Ambassador Vinci:

 

The Honorable Minister has read your report No. 228/Stop The decision on the Chinese seat at the UN is to be clearly delayed until after the solution of the ministerial crisis and referred to the new Minister Stop

 

The Honorable Minister deems that according to the current state of affairs and with regard to the intention of the government to recognize the People’s Republic of China the vote on the Chinese seat at the UN has just one simple, logical and clear solution Stop

 

It is to vote yes to the assignment of the Chinese seat to the People’s Republic of China Stop

 

This entails the automatic forfeiture of Taiwan’s hitherto recognized right to represent China Stop

 

Italy can and must be consistent in voting yes on this important issue Stop

 

The Minister deems it useful if not necessary to seek an agreement with Canada and Belgium, which, together with us, have expressed the intention to recognize Beijing Stop

 

However, steps in this direction can be made only once a new government has been formed

 

In the meantime no initiative must be undertaken
