Note on Meeting with Comrade Ri Jong-geun [Ri Jong Gun] on 18 May 1989

 

The meeting was held in the DPRK Embassy in Berlin. Comrade Blumenthal also participated. We handed a letter to Comrade Ri to be sent to Pyongyang with the civilian flight on 1700 hours, 18 May 1989, from Berlin to Pyongyang. As we now know, in the meantime the letter was received by Comrade Richard in Pyongyang.

 

Comrade Ri addressed the following issues during the meeting:

 

  • he will continue his work as a permanent official liaison officer from the DPRK Ministry for State Protection based in Berlin also after the World Youth Festival is over;
  • Main focus of his job: Dealing with all DPRK citizens based in the GDR (especially students/aspirants/interns);
  • He asked for support from the MfS of the GDR in particular to prevent any exit travel from the GDR by DPRK students/aspirants/interns (he wants to have these individuals turned back at the border and referred to the DPRK Embassy).
  • Comrade Ri is interested in any incidents occurring in the GDR involving DPRK citizens (e.g. illegal actions);
  • Request for material about terrorist groups, extremists, and terrorists in the context of protecting the 13th World Youth Festival.

Ri Jong-geun announces that he will continue to act as a security liaison for the DPRK in East Germany and will maintain a portfolio covering all North Korean nationals living in the GDR.
