The Royal Norwegian Ministry of Foreign Affairs presents its compliments to the Embassy of the Democratic People’s Republic of Korea and has the honour, with reference to the Embassy’s note of 23 October 1976, to state the following:

With regard to the comportment of members of the Embassy’s staff, the Ministry has the honour to refer to the Secretary-General’s remarks to the Chargé d’Affaires a.i. of the Democratic People’s Republic of Korea on 18 October 1976 and to its communications to the Government of the Democratic People’s Republic of Korea in the matter. The nature and scope of actions in contravention of Norwegian law, to which available evidence is incontrovertible, fully justified the Norwegian Government’s decision to request the withdrawal of the members of the Embassy in question. Under these circumstances the Norwegian Government cannot bear any responsibility for possible negative effects on the relations between our two countries. The Norwegian Government would, however, express the hope that these relations will continue to develop in a friendly way.

The Royal Norwegian Ministry of Foreign Affairs avails itself of this opportunity to renew to the Embassy of the Democratic People’s Republic of Korea the assurance of its highest consideration.
